The Expundeus

"The institution that watches the continent." The contractors' employer — a wartime intelligence-and-containment instrument turned permanent Ontstead Council body. Drawn from the DM's Bible (Ch. 4, with Ch. 3 & 12). Setting year 1213 PG.

Overview

The eleventh continental institution of Eapheron — formally an Ontstead Council body whose Supreme Commander holds a permanent Council seat, whose budget the Council approves annually, and whose Charter cannot be amended without Council assent. In the God Wars it was the unnamed intelligence-and-containment operation Gwema's coalition ran against the Denied; by the war's end its knowledge "sat in the heads of roughly thirty people."

Structure & Departments

Leadership is six people: the Supreme Commander plus five Department Commanders, each with near-total day-to-day autonomy. The five departments and their HQ levels:

The Guard is a separate cadre — the Guard Captain reports directly to the Supreme Commander, a deliberate twelve-century check so no department holds building-level authority. Posture is cyclical, tied to the Gwema succession cycle: a long Deep Lull (current) versus an active Succession. No one on staff has worked a full Succession.

The Commanders

The six meet in the Leadership Chamber (Level 4) every Gwemaday — the only room where all six are routinely together. "Business raised in the Chamber stays in the Chamber."

Redolo Dumphries — Supreme Commander
Human, late 60s · public face · holds the Council seat

"Charming, grave, immaculately dressed, the most quietly serious person in Ontstead's secular institutional architecture." Rarely briefs contractors directly — when he does, the work is unusually sensitive. Sign-off: "an unhurried thank you for your time."

Pressure: he is preparing for something. Quietly expanding contractor operations without telling the commanders why; has not briefed or even identified a successor for the "any work necessary" practice.

Ottoline Inch — Commander of Analysis
Elf, middle-aged · the Flag Wall, Level 5

"Slight, precise, dark-eyed, with the stillness of a long-career reader." Briefs like a physician discussing a diagnosis. Sign-off: "Report everything. Especially the things that seem minor."

Pressure: a file she cannot close and a pattern she has not written up. Co-leads the Wanegraph; believes Expundeus intelligence on the elemental Denied is a decade behind and hasn't told Dumphries how far. Delivers the monthly summary to the High Priestess in person.

Kolin Passid — Commander of Field
Veldtborn (Stromveld-Tainted), mid-40s

"Blue-skinned, pale grey eyes, white hair cropped short, cold to the touch." "The most genuinely dangerous person in the leadership, and the one who has put the most work into ensuring nobody thinks so." Sign-off: "Come back safe. And come back with everything."

Pressure: tracking a penetration pattern in support-level communications alone, wanting the source before he raises the flag.

Boulder Clash — Commander of Strike
Orc, early 50s

"Large even by orcish standards, shaved head, deep scars along the left jaw." Direct; briefs short and accurate. "Has not lost a contractor to a mission he briefed personally in thirty years." Sign-off: "Don't get killed. If you're going to get killed, finish the job first."

Pressure: a location he wants to move on without authorisation. Runs the quiet relationship with the Brutalan Eyesights.

Brother Envoy — Commander of Accord
Human, mid-50s · former Vitra Sunkeeper ("Tobin")

Warm and perceptive, with "the presence of decades of sitting with people in difficult moments." Keeps the sun-chicken pin on his collar. Sign-off: "Good light to you."

Pressure: carries theological doubt; "finds what is coming sad rather than alarming." Has a monthly tea with the High Priestess where certain subjects are not raised.

Torpid Zezzel — Commander of the Seal
Human, ex-Zuzemari, early 60s

"Tall, spare, careful; carries a small Zuzemari ledger at all times." In his briefings, the margins for error concern the entity; what happens to the contractors is implied. Sign-off: "Bring it back whole, or don't bring it back."

Pressure: runs the Communication Chamber and the Wanegraph; sitting on Kharn's thrice-flagged "five-percent ward anomaly" and not yet sure what to do with it.

Each department has a second-in-command who runs it day to day; with the Head Archivist and Guard Captain, eight named senior staff:

Headquarters & Layout

North-eastern corner of Headstone, built against the Worldspine cliff; commissioned 34 PG and never rebuilt. A hexagonal stone tower with arrow-slit windows — austere and defensive. Ten levels: seven above ground, three below, organised on spokes. The Entrance Hall has a reception desk and a one-way door "that does not open unless someone on the other side decides it should." No public mission board.

Security is architectural, not personnel-based: thick walls, the one-way door, and a Werezetch lift with per-floor lockouts that deliberately does not descend to the Vault — "if something ever came up from the Vault, the lift shaft would not be the route it took." In Deep Lull the Guard is seven; a Succession complement is 30–40.

Operations & Contractors

Contractor employment dates to Charter Amendment IV (80s PG). Intake is two-stage — "vetting in public, briefing at HQ":

Contractors are paid; staff are family. Contractors who die on Expundeus work are remembered in their department file but not on the Memorial Room wall — "the wall is for the institution remembering itself." Consistently strong contractors are eventually approached for staff roles by the relevant commander; about half of current senior staff entered that way.

Factions & Relationships

The Council approves rather than oversees — a quarterly threat brief, an annual budget, and ~three times a decade a request to authorise an out-of-scope operation. It has deliberately declined to ask what sits inside "any work necessary." Key relationships:

Behind the Screen

The Wanegraph

A magical instrument under joint Analysis + Seal development (Ottoline & Torpid; working leads Alix & Kharn) to display Gwema's Light across Eapheron in real time — where it is thinning or failing. The name means "measures the waning of the Light." Prototype functional but ~half-sourced; contractors run component-fetch missions without being told the overarching project. It is the single largest Heretesh target on the board — a working Wanegraph would expose Heretesh's twelve-century plan. Alix's Heretesh Taint is its deepest vulnerability.

The Communication Chamber

Torpid's invention (built by Kharn): a heavily warded space to speak with a contained Vault entity without releasing it. Protocol: max two people, every conversation logged; in practice only Torpid and Kharn use it. Dumphries approved it and never told the Council — "the single most significant undisclosed Expundeus capability in 1213 PG." The five-percent anomaly: one entity's ward-pressure reads ~5% differently than two years ago — small, consistent, not drift. Cause is a DM slot (the entity preparing / responding to off-cycle succession pressure / learning the Chamber / sensing the Wanegraph).

The Vault & the sanctioned-killing capability

Vault access is three people only: Dumphries, Torpid, Kharn — its contents never reviewed at Council level. Torpid's canon: "the Vault is, in operational terms, a portal that goes one direction." Separately, at Supreme-Commander level sits the authority to direct the killing of named individuals: Dumphries authorises in writing → Boulder assigns verbally → Melisent Vale executes alone, filed as a nameless Restricted Archive entry. Dormant ~40 years, reactivated 1201 PG; two executions in twelve years, none in nineteen months — "he has been preparing something but has not decided who it requires."

The off-cycle succession (the campaign clock)

By Ottoline's unpublished assessment this is "not a routine Lull — something off-cycle and in motion." The signals are distributed and un-aggregated: flags climbing for two years, Dumphries's "if → when," Halven's century-first list revision, Aldren reading the founding-era entries, the nineteen-month killing gap, Kolin's and Alix's strengthening pulls. The Wanegraph, when complete, is "the technology of aggregation."

Deeper penetration

The Sublimus's infiltration of the Expundeus is deeper than the Expundeus knows — decades of placements in support, admin, logistics, and communications, used to avoid the institution rather than interfere (which matches Kolin's lone-tracked pattern). The Still (Obscoth's practitioners) sit inside the Expundeus, Zuzemari, Werezetch, and Luminox simultaneously, on an incomplete Expundeus file.
