Ontstead — The Hub City

The independent city-state that belongs to no one and serves everyone — political centre of the continent, seat of the Council, and guardian of the Silent Sanctuary above it. Drawn from the DM's Bible (Ch. 3, with Ch. 1 & 12). Setting year 1213 PG.

Overview

The city at the foot of the Worldspine. Neutral ground, continental capital, seat of the Council, guardian of the Light, and the place every contractor in Eapheron eventually calls home.

Ontstead did not grow — it was built, quickly, under duress, first as a military fortification in the final phase of the God Wars, sheltering the faithful of the Protectors and staging the campaign against the Denied. After the Banishment, no nation could claim it without a diplomatic incident, so the solution was that "Ontstead would belong to no one and serve everyone."

The Approach & the Walls

The road does not ease you in. For the final miles the soil goes dark red and black, the scrub thins to nothing, and the horizon becomes flat scorched earth that has not grown a blade of grass since the God Wars.

Governance — the Council of Ontstead

A deliberative body of eleven seats with both municipal authority over the city and continental authority on matters reserved under the Compact — "deliberate, slow, and remarkably durable." Sessions are weekly (Rakday morning). Simple majority decides; a tie defaults to no action. Major continental decisions need a two-thirds supermajority (8 of 11) — in practice "the threshold above which the Council declines to act."

The seven inner districts each elect a councillor; the Reach has none. The Speaker chairs and sets the agenda with the High Priestess but has no vote-tipping authority. The judiciary sits separately in the Hall of Consideration (Headstone): seven judges in panels of three, led by Chief Magistrate Honoria Vellmar.

The Districts

Seven inner districts plus the Reach outside the walls. The city is flat — every district is within walking distance of every other.

Headstone — North · Civic & Administrative

The oldest part of the city and its administrative centre; heavier stone, wider streets, built to last. Anchor locations:

Restwell — Centre · Sacred & Wealthy Residential

"The one place in Ontstead where you can forget you are inside a fortress built on scorched earth" — the city's only real greenery, watered by glacial springs and partly by the Sanctuary's influence above.

Clangtop — North-East · Crafting & Industry

"The loudest district" — forges, presses, the periodic bang of a Cogworn test rig.

DM: a covert Sublimus/Heretesh procurement runs through Clangtop's workshops (see Secrets); Brodek Hollowmark is the Werezetch Embassy's discreet conduit.

Etchford — West · Military & Defence

"If Clangtop is loud, Etchford is precise" — a grid of parade-yards and quartermaster architecture.

DM: the Cogworn is a small elite deterrent (~300 operators). The Fingers of Lumis firing positions are run from here; Halstock keeps a private Light-disruption contingency.

Giltmarrow — East · Commerce & Trade

Where Ontstead's wealth is visible — dressed-stone streets kept clean by a Council service that operates only here.

DM: Giltmarrow's loosely-audited warehousing is the city's main freight-forwarding vulnerability — a smuggling/substitution vector the Expundeus has flagged four times without Council action.

Slightstep — South-East · Entertainment & Arts

Narrow streets, eccentric buildings, music and cooking in the air — "where Ontstead lives its cultural life."

DM: the Buzznut House is, unknown to anyone in it, infrastructure for Mundus's intelligence network (see Secrets) — and Underlook uses its booths for sensitive meetings, the worst possible choice.

Shinnykins — South · Working-Class Residential

"The working district" — terraced housing, shaped by the Southern Gate's traffic. "It feels lived-in because it is."

DM: Hessi Marlow has been the Expundeus's longest-standing informal asset here (16 years, run by Lt. Pell Daven). Shinnykins has the most porous link to the Reach.

The Reach — Outside the Walls · External

A community of ~4,000–5,000 outside the southern walls — "not a slum, though parts of it look like one." Land the Council has consistently declined to either incorporate or clear. In Council records it is named only as "the external population."

DM: the city's release valve — unlicensed healing, untaxed barter, and movement off the gate registry. Expundeus contacts here: Mirka Vell (the tavern), healer Olin Stask, and Elder Dengwell. The most common bypass of the Southern Gate.

Eight embassies on the Parade (Headstone): Zuzemari (smallest; the Portal Building doubles as a listening post), Zhunchordia, Werezetch, Salanthe Courts / Wistful Many, Brutalan Imperix (most imposing; hosts an Eyesights presence), Sublimus (legitimate staff over a covert Heretesh-directed structure), Vitra, and Luminox (whose technical station maintains the Fingers of Lumis).

Continental institutions present: the Expundeus (HQ in Headstone; permanent Council seat), the Cogworn (Ontstead's standing military; HQ in Etchford, suits built in Clangtop), and the Priestesses of Gwema & Silent Monks (based at the Sanctuary above; the High Priestess holds the permanent seat).

Behind the Screen

The succession crisis

The Prime Believer is dying and the Light is approaching its hardest transition in centuries. Only four councillors know: Ormwick (first), Dumphries, Halstock, and Underlook. Invisible at street level — "a slight stiffening in the joints of normal civic life." Keep it below the waterline until the campaign earns the reveal.

The secret Compact clause

The Council's authority ultimately derives not from the nations' consent but from the proximity of the Silent Sanctuary. In a severe crisis the Priestesses of Gwema have the theological authority — and, through the Silent Monks, the means — to dissolve the Council and govern directly. Never invoked. Ormwick has read the original three times and told no one.

The Fingers of Lumis — true origin

Not built for Ontstead. The focusing technology was a Luminox weapon from the God Wars' Neranaran campaign — used to reduce parts of Neranara to desert — repurposed here "partly as a gesture of contrition." The Council knows; it is not public; the Neranaran embassies observe a courtesy of never mentioning it. Live-fire training is forbidden, so the crews have never seen them discharge.

The Pools restore life

On at least three documented occasions in two centuries, the Pools of Perseverance have restored a person dead within the previous hour. Mechanics: body present and intact, died within the past hour → returns at 1 hp with one level of exhaustion that cannot be removed for 8 days; no second restoration on the same person ever. Expundeus file: "monitor, do not escalate."
